Abstract: The paper discusses the permitting, operation and logistic issues that were faced by Southern California Public Power Authority (SCPPA) in selecting a Zero Liquid Discharge (ZLD) process for their Magnolia Power Project located at City of Burbank, California. The issues faced could be classified as either site specific or general faced by power plants facing cyclical dispatch.
